now for our fleet replacement. The trolley routes, being much shorter than other fixed
routes, also make sense for these to be replace first as a pilot of the newer technology.
Hybrid buses are estimated to cut emissions by as much as 75 percent. The hybrid
trolleys are expected to have a lower maintenance cost due to reduced stress and
maintenance on the mechanical components such as brake linings. There is also
increased fuel efficiency with evaluation results on average indicate a 37 percent
improvement in fuel economy. This will be just be the beginning of Transit and the City
efforts to significantly reduce emissions that cause smog, greenhouse gases and public
health issues. By authorizing the City of Decatur to participate in this Master Purchasing
Agreement between the Commonwealth of Virginia and Gillig, LLC. the City of Decatur
will significantly decrease in the amount of time required to complete the procurement
process, and expedite the manufacturing and delivery of new replacement trolleys. The
Federal Transit Administration and Illinois Department of Transportation have approved
this approach.
The City is also moving towards modernizing our paratransit fleet as well, as it needs
replacement vehicles also. The City is working with IDOT on a pilot program of Low or
No Emission vehicles for this portion of our public transit fleet. There are still some
options being considered, and some components will likely change over the next 12
months, thus staff has prepared this authorization as a not to exceed amount. Attached
you will find pricing based on preliminary options selected, some of which will like
change slightly.
POTENTIAL OBJECTIONS: Staff is not aware of objections.
INPUT FROM OTHER SOURCES: None
STAFF REFERENCE: Should the City Council have any questions, they may contact
Jon Kindseth at 424-2323 or jkindseth ,decaturil. og_v John Williams at 424-3552 or
jwilliams&decaturil.gov Michelle Alexander at 424-3559 or MAlexander@decaturil.gov
BUDGET/TIME IMPLICATIONS: Authorizes the purchase of 2 30' hybrid trolleys
for a combined cost not to exceed $1,570,000 utilizing CARES Act funds awarded from
FTA.
