April 15, 2021 <br /> TO: Mayor Julie Moore Wolfe & Members of the Decatur City Council <br /> FROM: Scot Wrighton, City Manager <br /> RE: Lease of Space on 211 Floor of the Library Building <br /> In accordance with the City Council's instructions to provide more opportunities for local <br /> residents, entrepreneurs and creators of new small business opportunities to more readily re- <br /> engage with the local economy and "retool"their skills, it is proposed that a portion of the <br /> unused space on the second floor of the library building be leased to Thinkwell Makerspace <br /> Industries, LLC. <br /> This makerspace will be a work-in-progress and will likely grow in stages, but their first project <br /> will be to run a summer camp (Thinkwell Maker Camp)for entrepreneurs and persons <br /> interested in starting a business venture.The lessee understands that he should develop his <br /> project in a way that does not directly compete with or overlap the services of Richland <br /> Community College training programs. <br /> The final lease terms are still being negotiated, but the basic parameters of the agreement are <br /> set forth in the attached draft. It is requested that the City Council authorize the city manager <br /> to perfect and finalize the lease terms and execute a lease prior to the end of April so that the <br /> space can be used from and after May 1. In Thinkwell Makerspace Industries LLC's first phase <br /> there is very little requirement for any city-funded fit-out or building alteration costs.The <br /> second phase may require grant funding and more building alterations, but any city support of <br /> phase two costs will require separate approval by the City Council, at which time they can <br /> assess the progress and success of this venture. <br />
