City Manager DATE: 4/15/2021 MEMO: 2021-11 TO: Honorable Mayor Julie Moore Wolfe and City Council Members FROM: Scot Wrighton, City Manager Jon Kindseth,Deputy City Manager SUBJECT: Resolution authorizing a professional services agreement with Dewberry Architects, Inc. for Design,Bidding and Construction oversight of a new fire station No. 7 SUMMARY RECOMMENDATION: Staff recommends approval of a professional services agreement with Dewberry for design,bidding and construction oversight to build a new Fire Station#7. Dewberry has been the consultant used for the other new fire stations also,and this price reflects a savings due to the work done for the previous stations. BACKGROUND: Fire Station#7 is a small fire station on the southwest corner of the airport that is shared with the Decatur Park District. The Park District owns station#7 and also runs their own fire operations for the airport out of this facility. Station#7 is an older station and is not suited to the city's needs for the next 50 years. To meet the city's needs for the next 50 years,not only would this station require a significant investment,but the investment would be put into a facility the city does not own. Furthermore, the airport is no longer the optimum location to serve those parts of Decatur located east of the lake. Over the past several decades,the city has been growing to the east,and development has been increasing south of US 36. Previous decisions by the City Council have guided staff to acquire suitable property for a replacement of Fire Station#7 in accordance with the recommendations of the city's fire station consultant and architect,Dewberry&Associates. Finding an available property geographically suitable,accessible,and affordable has been the goal. The new Chestnut Street location meets this goal. The City has purchased one property and has secured an option to purchase an adjoining property on Chestnut. PRIOR COUNCIL ACTION: Many previous actions have been taken by the City Council to advance this third and final new fire station for the City of Decatur. The City has secured funding, conceptual designs,and property acquisition all leading up to this current phase of fire station replacement. POTENTIAL OBJECTIONS: No known objections to this specific action of awarding an agreement to Dewberry. STAFF REFERENCE: Chief Abbott or Mr. Kindseth can be contacted for any questions prior to the City Council meeting. BUDGET/TIME IMPLICATIONS: Funding included in the 2021 budget,including utilization of the bond proceeds issued for this specific purpose.
