SUMMARY RECOMMENDATION: It is recommended that the City Council approve the attached Resolution authorizing the Mayor to sign,and the City Clerk to attest,Amendment Number 1 to a professional services agreement between the City of Decatur and Clark Dietz Incorporated to provide professional engineering services to the City,for a fee not to exceed$84,752.40. BACKGROUND: The Engineering Division of the Public Works Department has an approved personnel roster that includes 4 engineers(City Engineer,Assistant City Engineer,Civil Engineer II,and Civil Engineer I)and 6 Engineering Technicians(2 Technician II1,3 Technician II,and 1 Technician I). Due to unfilled departures,the Division currently has 2 vacant engineer positions(one of which is unfunded)and 2 vacant engineering technician positions. Approval was provided earlier this year to fill the 2 Engineering Technician positions and a Civil Engineer I position,but the City has not been able to recruit an applicant that either meets the qualifications or is willing to meet the City's residency requirements. It is hoped that the vacant Engineering Technician I position can be filled within the next couple of months,as recruitment efforts continue.The vacant Civil Engineer I position is expected to take most of 2021 to fill. Given these difficulties,it is preferable to temporarily continue to contracting out a portion of the services needed by the Engineering Division,to keep infrastructure projects,operations,and other services,required by the Public Works Department,on track. Additionally,the Engineering Division will be working to accelerate engineering on certain water and sewer projects that are funded by new ARP funds.An amended professional agreement with Clark Dietz will also help the city meet this new design services demand. Professional Services Agreement Amendment No 1 Over the past year,Clark Dietz,Inc(CDI)has provided the additional staff needed to assist the Public Works Engineering Division fulfill its obligations to the City. They have provided an employee that typically spends three days a week at the City offices with additional tasks assigned to other CDI staff as needed.Amendment number one will provide additional hours for various services to help make up for the four vacancies. The cost of$84,752.40 is estimated to last through October of 2021. PRIOR COUNCIL ACTION: September 8,2020-City Council authorized the original agreement with Clark Dietz Incorporated for professional services for a not to exceed fee of$187,670.
