4/30/2021 Item Coversheet <br /> Public Works <br /> DATE: 4/20/2021 <br /> MEMO: 2021-48 <br /> TO: Honorable Mayor Julie Moore Wolfe and City Council Members <br /> FROM: Scot Wrighton,City Manager <br /> Matt Newell,P.E.,Public Works Director <br /> SUBJECT: Resolution Authorizing Amendment Number 1 to an Agreement with Clark Dietz Inc.to Provide Professional <br /> Engineering Services to the City of Decatur,City Project 2020-13. <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the attached Resolution authorizing the Mayor to sign,and the City Clerk to <br /> attest,Amendment Number 1 to a professional services agreement between the City of Decatur and Clark Dietz Incorporated to <br /> provide professional engineering services to the City,for a fee not to exceed$84,752.40. <br /> BACKGROUND: <br /> The Engineering Division of the Public Works Department has an approved personnel roster that includes 4 engineers(City <br /> Engineer,Assistant City Engineer,Civil Engineer II,and Civil Engineer I)and 6 Engineering Technicians(2 Technician II1,3 <br /> Technician II,and 1 Technician I). Due to unfilled departures,the Division currently has 2 vacant engineer positions(one of which <br /> is unfunded)and 2 vacant engineering technician positions. Approval was provided earlier this year to fill the 2 Engineering <br /> Technician positions and a Civil Engineer I position,but the City has not been able to recruit an applicant that either meets the <br /> qualifications or is willing to meet the City's residency requirements. <br /> It is hoped that the vacant Engineering Technician I position can be filled within the next couple of months,as recruitment efforts <br /> continue.The vacant Civil Engineer I position is expected to take most of 2021 to fill. Given these difficulties,it is preferable to <br /> temporarily continue to contracting out a portion of the services needed by the Engineering Division,to keep infrastructure <br /> projects,operations,and other services,required by the Public Works Department,on track. <br /> Additionally,the Engineering Division will be working to accelerate engineering on certain water and sewer projects that are <br /> funded by new ARP funds.An amended professional agreement with Clark Dietz will also help the city meet this new design <br /> services demand. <br /> Professional Services Agreement Amendment No 1 <br /> Over the past year,Clark Dietz,Inc(CDI)has provided the additional staff needed to assist the Public Works Engineering Division <br /> fulfill its obligations to the City. They have provided an employee that typically spends three days a week at the City offices with <br /> additional tasks assigned to other CDI staff as needed.Amendment number one will provide additional hours for various services <br /> to help make up for the four vacancies.
