It is recommended that the attached professional consulting services contract with H&LA be
approved. This expenditure is anticipated and included in the council's 2021 budget. The scope
of services is set forth in the attached documentation, but includes meeting with local
stakeholders and facility tenants, reporting back to the City Council and making specific
recommendations for how the city and the Authority can take steps to achieve greater
utilization of the Civic Center and create plans for achieving highest and best uses of the Civic
Center for several decades to come.
Prior to the pandemic, city staff started an evaluation of ways to better secure the Civic Center.
Since 1980 the standards and expectations for securing and controlling access into
governmental office buildings, and keeping employees safe, have changed significantly. These
issues will be discussed with the consultant, but any plans for improving the security of the
facility need to wait until the "highest and best use" analysis is complete. The consultant will
also consider whether HVAC systems in the Civic Center can be reasonably upgraded to make
the facility more attractive to groups who may be concerned about reducing communicable
disease health risks by improving the handling of indoor air.
