H&L/k <br /> HOTEL & LF-isuRE ADVISORS <br /> Proposal for Consulting Services for the <br /> Decatur Civic Center, Decatur, Illinois <br /> Highest and Best Use Study <br /> OBJECTIVE <br /> The objective of this study is to analyze the highest and best use of the Decatur Civic Center <br /> building (subject) and recommend the types of sporting, entertainment, and restaurant <br /> amenities to add to the facilities or to convert from existing offerings. We will consider a <br /> range of potential developments within the highest and best use study, including the <br /> following: <br /> 1. Renovations to the Decatur Civic Center <br /> 2. Expansion of the facility's use as a regional hockey venue <br /> Conversion of a portion, or all, of Decatur Civic Center to: <br /> 3. Entertainment uses like aquarium, entertainment retail, or "destination" <br /> developments <br /> 4. Sporting or recreation venues <br /> 5. Food hall, brewpub, or other food and beverage options <br /> 6. Meeting and conference space <br /> 7. Additional concepts and uses to be determined through our fieldwork and research, <br /> and local interactions that would be compatible with the region and other existing <br /> destinations in Decatur <br /> We will determine which of the proposed developments will be maximally productive and <br /> potentially financially feasible as part of a development. Our study will conclude with a <br /> recommendation ranking the various potential developments and an indication as to which <br /> components have the greatest promise for the subject. Our estimate of highest and best use <br /> will include recommendations on: <br /> 1. Size and type of improvements to existing Civic Center facility <br /> 2. Quantity, price point, and capacity of any restaurants, brewpub, and other food and <br /> beverage facilities <br /> 3. Size and type of entertainment and sporting venues <br /> 4. Size and type of other concepts that we will recommend as possible options <br /> 5. Expansion possibilities for the various components <br /> 6.
