Perry, Purchasing Supervisor <br /> SUBJECT: Resolution Accepting the State of Illinois Joint Purchasing Contract Holder Bid Price of Morrow Brothers <br /> Ford Inc. for the Purchase of Six(6)2021 Ford Interceptor Utility Vehicles. <br /> SUMMARY RECOMMENDATION: Staff recommends awarding a contract in the amount of$303,270 to Morrow Brothers <br /> Ford Inc. for six(6)2021 Ford Interceptor Utility Vehicles. The bid amount includes the cost of the vehicles along with the <br /> Police Department equipment required for up fitting. <br /> BACKGROUND: <br /> The City of Decatur Police Department has requested six(6)new vehicles to replace (6)Ford Interceptor utility vehicles. <br /> The vehicles being replaced are: <br /> Unit 843 a 2016 Ford Interceptor with 110,446 miles. <br /> Unit 845 a 2016 Ford Interceptor with 123,104 miles. <br /> Unit 808 a 2017 Ford Interceptor with 102,542 miles. <br /> Unit 840 a 2016 Ford Interceptor with 112,578 miles. <br /> Unit 801 a 2017 Ford Interceptor with 105,375 miles. <br /> Unit 804 a 2017 Ford Interceptor with 105,400 miles. <br /> The replacement vehicles are estimated to be delivered in 90 days. <br /> At a previous meeting the City Council requested that staff evaluate Police Department vehicle purchases so that CURES <br /> reimbursements could potentially be utilized to catch-up on delays in vehicle purchases necessitated by the pandemic. Upon an <br /> updated review,the age and mileage of the police cars is affecting over half of the fleet of the squad cars. By itself,this is not <br /> necessary a reason to purchase six additional price interceptors. But as we examined likely supply-chain problems that may <br /> occur in 2022,it became clear that law enforcement agencies across the country could be experiencing long delays in the delivery <br /> of police cars (meaning that we may not be able to obtain six vehicles in 2022). <br /> This order could be made next year,but to avoid these potential shortages,we believe it is prudent to accelerate the order. There <br /> are cars currently sitting on the lot of Morrow Brothers Ford(holder of the State bid)that can be upfitted and delivered to the <br /> City in 6 to 8 weeks. Ordering the cars now will help in case we cannot get cars next year. <br /> DISPOSAL OF REPLACED UNITS: The above vehicles are being replaced due to mileage and condition and will be <br /> sold/auctioned. <br /> OTHER BIDDERS: None. <br /> PRIOR COUNCIL ACTION: None. <br /> POTENTIAL OBJECTIONS: There are no known objections. <br />
