RESOLUTION NO. 2.aI—9 21 <br /> RESOLUTION AUTHORIZING THE CITY MANAGER AND ECONOMIC <br /> AND COMMUNITY DEVELOPMENT DIRECTOR TO NEGOTIATE TERMS <br /> AND EXECUTE AN AGREEMENT FOR CLEANUP AND DEBRIS REMOVAL <br /> ACTIVITIES IN JOHNS HILL WITH SHEMILAH OUTREACH CENTER <br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DECATUR, <br /> ILLINOIS: <br /> Section 1. That the "Clean-Up, Green-Up" is a community initiative designed to <br /> empower residents and youth by providing the resources,tools, and guidance to remove litter, <br /> debris, overgrown shrubs, trees, electronics, small structures (e.g. derelict storage unit), and <br /> grass-cutting to enhance our community, create a sense of place and identity, and grow our <br /> green spaces. Green spaces are fundamental to thriving communities and research suggests <br /> that green spaces reduce stress, bring people together, and improve the overall health of the <br /> community by improving the air quality and thus reducing the symptoms of asthma and <br /> COPD. <br /> Section 2. That the City Manager and Economic and Community Development <br /> Director be, and is hereby, authorized to negotiate contractual terms and conditions and <br /> provide all necessary documentation to execute an agreement with Shemilah Outreach Center <br /> not to exceed$100,000. <br /> PRESENTED and ADOPTED this 17th day of May 2021. <br /> AA <br /> Julie Moore Wolfe, Mayor <br /> ATTEST- <br /> Kim thoff, City Clerk <br />
