5/14/2021 Item Coversheet <br /> in <br /> Public Works <br /> DATE: 5/5/2021 <br /> MEMO: 2021-52 <br /> TO: Honorable Mayor Moore Wolfe and City Council Members <br /> FROM: Scot Wrighton,City Manager <br /> Matthew C.Newell,P.E.,Public Works Director <br /> SUBJECT: Resolution Authorizing an Agreement with the State of Illinois for the Improvement of Eldorado Street(IL <br /> 105)at its Intersection with 24th Street by Municipality Under the Illinois Highway Code. <br /> City project 2021-07 <br /> Section No.21-00107-00-TL <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council adopt the attached Resolution authorizing an agreement with the State of Illinois for <br /> traffic signal improvements at the intersection of Eldorado Street(IL 105)and 24th Street. The Agreement is for$38,750. This <br /> Resolution is Exhibit A in the City-State Agreement. <br /> BACKGROUND: <br /> State funding has been allocated for improvement of Eldorado Street adjacent to Tate&Lyle to help accommodate the heavy <br /> volume of grain trucks accessing their facility at various times. To help improve access in the near term,the Illinois Department of <br /> Transportation(IDOT),with input from City staff and Tate&Lyle,has recommended the improvement of the traffic signals at the <br /> main entrance to Tate&Lyle. The work will include improving the traffic signals and installing a left turn arrow to help trucks <br /> enter the facility. This work has been requested by Tate&Lyle and it is expected that they will reimburse the City for the local <br /> funds expended on the project. <br /> Initially the City and Tate&Lyle discussed a larger project with IDOT whereby Tate&Lyle would provide right-of-way to add a <br /> dedicated left-turn lane.But Tate&Lyle's decision to construct additional truck-stacking lanes on their property,and to reduce the <br /> number of employee vehicles using this intersection with an extension of remote working policies caused them to reconsider this <br /> approach.Instead,the signal will be changed to include a protected left turn arrow--but without a dedicated turn lane. Tate&Lyle, <br /> the City and the State will evaluate the situation after completion of the project to determine if further changes are required to this <br /> intersection in the future. <br /> City-State Agreement <br /> The City-State Agreement includes the following items: <br /> 1. Clauses 3 and 4 state that the City will pass a resolution appropriating sufficient funds for the project. This estimated cost <br /> is identified as$38,750 with a provision to provide the additional funds necessary to cover the actual costs. IDOT policy limits <br /> costs relating to traffic signals to not exceed 125%of the estimated costs. The City proposes to use$38,750 in Local Motor <br /> Fuel Tax funds to pay for its share of the traffic signal improvement costs with an expected reimbursement from Tate&Lyle. <br /> 2. Clauses 5 through 7 relate to utilities in the right-of-way and utility relocation requirements. There are no utility <br /> relocations expected on this project. <br /> 3. Clause 8 outlines the maintenance responsibilities of the City and the State for the traffic signals. This language is in <br /> accordance with the City's current traffic signal maintenance contract with IDOT. <br /> The preliminary plans are on file at the Public Works Department.
