7/2/2021 Item Coversheet <br /> in <br /> Public Works <br /> DATE: 6/28/2021 <br /> MEMO: 2021-64 <br /> TO: Honorable Mayor Julie Moore Wolfe and City Council Members <br /> FROM: Scot Wrighton,City Manager <br /> Matthew C.Newell,P.E.,Public Works Director <br /> SUBJECT: Resolution to Appropriate Rebuild Illinois Funds for Reconstruction of Airport Road and Country Club Road by <br /> Municipality Under the Illinois Highway Code City Project 2021-33 <br /> SUMMARY RECOMMENDATION: Please see attached memo for information. <br /> BACKGROUND: <br /> On June 28, 2019,Governor Pritzker signed the REBUILD ILLINOIS Capital Plan to fund transportation projects and <br /> improvements.Funds from this plan have been allocated to local agencies and are administered by the Illinois Department of <br /> Transportation(IDOT).The City is to receive 6 tranches of$836,123.22 each over a three year period which began in 2020. In all, <br /> the City should receive$5,016,739.32 in Rebuild Illinois Bond Funds to use on bondable transportation related projects in the <br /> City. All projects need to be authorized by July 1,2025. <br /> During the Capital Plan discussion with the City Council held on November 16,2020,the following projects were recommended <br /> to be paid with Rebuild Illinois funds: <br /> Project Estimated Cost Project Status <br /> Center Street Bridge Replacement $350,000 Currently under construction <br /> Country Club—Remove and replace <br /> pavement on the north section of Country $2,000,000 Fall 2021 Construction <br /> Club Road and Airport Road. <br /> Meadowlark Bridge Replacement $350,000 Currently being designed <br /> Garfield over 22nd St. Bridge $1,000,000 Set to begin design work in <br /> Improvement 2021 <br /> Grove Road Bridge Replacement $1,100,000 Set to begin design work in <br /> 2021 <br /> RBI Fund Running Total $4,800,000 <br /> Maximum Funding Available $5,016,739.32 <br /> RBI Funds Remaining $216,739.32 <br /> As with State Motor Fuel Tax Funds,the City is required to adopt a resolution specifying the allocation of RBI funds to their <br /> intended projects. IDOT must receive an appropriation resolution from the City before they will approve the project. <br /> Country Club and Airport Rd Reconstruction Project 2021-33 <br /> This resolution appropriates$2,000,000 in RBI funds to reconstruct the pavement along portions of Airport Road and Country <br /> Club Road from Nolan Drive to William Street Road(IL Route 105). This project will remove the existing concrete pavement <br /> which has reached the end of its useful life and replace it with new pavement.Medians and islands will also be replaced,but no <br /> changes to the road's alignment or width are proposed. It is proposed that the bid include options for either asphalt or concrete as <br /> the replacement pavement.
