Information Technology <br /> DATE: 7/19/2021 <br /> MEMO: 2021-07 <br /> TO: Mayor Pro Tempore Lisa Gregory&Decatur City Council Members <br /> FROM: James Edwards,Director of Information Technology Department <br /> SUBJECT: Resolution Accepting Bodine Communications Change Order#1 related to the Original Bodine Bid for <br /> Underground Fiber Construction of Fiber Extensions, Resolution#R2021-73,to Provide a City Fiber Extension into the Millikin <br /> Heights Neighborhood,2021 Fiber Project Number ITFI13ER-01. <br /> SUMMARY RECOMMENDATION: City Staff recommends that City Council approve the attached Resolution authorizing <br /> the attached Quote from Bodine Electric for$50,700 for the purchase and installation of 144 strand fiber optic cable expanding <br /> the reach of the City Fiber Optic Network into the Millikin Heights neighborhood. <br /> BACKGROUND: <br /> City owns,manages and maintains a 144-strand fiber infrastructure,which is a high-speed telecommunications network that <br /> provides reliable communication links to and among its own buildings and is capable of providing schools,institutions of higher <br /> education, libraries,museums,research institutions, state agencies,other units of local government, and other local entities who <br /> provide computer connection services to Decatur residents. The City is continuing to expand its fiber optic communication <br /> network throughout Decatur to connect other City buildings as well as offer better high-speed options to other interested third <br /> parties. This action will further fulfill the City's vision of extending access to City fiber in other parts of the community. <br /> On April 19,2021, City Council approved a bid from Bodine Electric to strategically extend the reach of the City Fiber Network <br /> throughout the City and further encourage interest in City Fiber as a resource. One of those links extend the Fiber from the Law <br /> Enforcement Center to Monroe and Wood Streets. On July 6,2021, City Council Approved a Fiber Indefeasible Use <br /> Agreement(IRU)with Sunna Fiber LLC. This resolution further extends the City Fiber from Monroe and Wood Street to a <br /> location on East William Street. This additional extension will be 144 strand fiber staying consistent with the rest of the City's <br /> right-of way fiber infrastructure and will become an asset for other use cases in the area. I have included a current fiber map <br /> showing both current fiber work as well as work in progress. <br /> PRIOR COUNCIL ACTION: <br /> On April 19,2021,Resolution#R2021-73,Resolution Accepting Bid from Bodine Communications for Underground Fiber <br /> Optic Installation Throughout the City of Decatur. This current action is a change order to this contract. <br /> On July 6,2021,Resolution#R2021-123. Resolution Authorizing an Indefeasible Right of Use Agreement and Associated <br /> Sales Order with Pontus LLC,A Series LLC for the Individually Protected Sunna Fiber LLC, DBA Sunna Fiber LLC to obtain <br /> Dark Fiber from the City of Decatur Fiber Network. <br /> POTENTIAL OBJECTIONS: None Anticipated <br /> INPUT FROM OTHER SOURCES: None <br /> STAFF REFERENCE: James Edwards,IT Director <br /> BUDGET/TIME IMPLICATIONS: The City of Decatur was provided 2021 Federal Stimulus American Rescue Plan <br /> (ARP)funds of which a portion can be used for Fiber Broadband Infrastructure Expansions. The cost of this project will be paid <br /> with ARP funds. <br />
