SUMMARY RECOMMENDATION: Staff recommends awarding a contract in the amount of$603,917.02 to TYMCO,Inc. for two(2)TYMCO Model 500x High Dump Street Sweepers to replace two(2)2007 Pelican Mechanical Street Sweepers. BACKGROUND: The Public Works Department has budgeted the replacement of a street sweeper in this year's budget and proposes one for next year's budget. The expected delivery date for these vehicles is 5-6 months. One should be received prior to the end of this fiscal year and the second at the beginning of Fiscal Year 2022. It is desired to order both at the same time to assure identical machines, early delivery of the second unit,and beat expected cost increases beginning September 1. Street Sweepers For many years the City has used mechanical sweepers,which rely on brooms to gather debris and sweep them into the hopper. Regenerative air sweepers use continuously recirculating air to blow a high-pressure blast of air onto the pavement surface and then vacuum up loosened debris. Mechanical sweepers have many moving parts and are highly maintenance intensive. Over the past 15 years,the City has averaged over$10,000 a year in maintaining the mechanical sweepers as opposed to other cities reporting around$1,000 a year for regenerative air sweepers. Regenerative air sweepers generally cost about$50,000 more than regular mechanical sweepers. Over the 10-year life of the sweeper,the City can expect to more than recoup the added cost in reduced maintenance while experiencing a better end product. In order to improve cleaning efficiency and capability while significantly reducing maintenance costs,it is recommended that the City move toward using regenerative air sweepers rather than mechanical. Field Testing and Competitive Quotes Over the past year,Public Works staff has reviewed and tested the top 3 regenerative air and vacuum sweepers on the market. The clear favorite and best performing machine was the TYMCO 500x. Other municipalities using the TYMCO machine rate it very high in overall performance and low ongoing maintenance cost. Quotes were received from the vendors of the machines tested: Vendor Quote Schwarze Industries A8 Twister $580,000 TYMCO 500x Air Sweeper $603,917.02 Elgin Whirlwind $620,000 The TYMCO air sweeper clearly out performed the other sweepers in field testing performed by City staff on City streets. It was more consistent in debris pickup,it had a tighter turning radius,and a better maintenance track record. In addition,it rated very well with other municipalities for performance and maintenance. As shown on the table,the machine's quoted about$10,000 apart,with the TYMCO sweeper in the middle. It is staffs opinion,based on the field tests,that the TYMCO sweeper is the best value. City staff recommends the TYMCO regenerative air sweeper as an excellent addition to the City's fleet to replace two 2007 mechanical street sweepers that have exceeded their useful life. The replaced units will be traded in toward the cost of the new sweepers.
