DECATUR FIRE DEPARTMENT
MEMORANDUM
2021-09
Date: August 16, 2021
To: Honorable Mayor Julie Moore Wolfe
City Council Members
From: Scot Wrighton, City Manager
Jeff Abbott, Fire Chief
RE: Acquisition of(2) Pierce Enforcer Fire Apparatus
SUMMARY RECOMMENDATION:
City Administration recommends City Council approval of the attached resolution granting
consent for the acquisition of(2) Pierce Enforcer Pumper fire apparatus replacing (2) 2001 Pierce
fire apparatus at an acquisition cost not to exceed $1,400,000.00.
BACKGROUND:
The City Fire Department acquired the fire apparatus to be replaced in 2001. This apparatus are
twenty years old and have had numerous mechanical issues. One of the pumpers was recently out
of service for six months with mechanical problems. Parts for both apparatus are difficult to
acquire due to their age.
With this replacement action, the fire department will operate with a fleet consisting of six (6)
frontline pumpers and two (2) frontline ladder trucks. One of the new pumpers will have an
elevated waterway that will expand the department's capability at larger fires or when there are
multiple fires at the same time.
The 2001 apparatus are the oldest vehicles in the fleet and upon replacement will be sold through
the normal City vehicle disposal process.
The apparatus to be acquired are manufactured by Pierce Manufacturing of Appleton, Wisconsin.
The apparatus are Pierce Enforcers. Both have 500 gallon water tanks and 2000 gallon per minute
pumps. One of the vehicles will have a 61 foot elevated waterway.
The apparatus will be purchased through MacQueen Emergency using a fire apparatus consortium
buying group, the HGACBuy Group, which is a Texas based buying group out of the
Houston/Galveston Area. The City has elected to utilize this consortium buying group at the
recommendation of the manufacturer. The City previously acquired fire apparatus through the
HGACBuy group. Apparatus acquisition through the HGACBuy Group is similar to acquisition
through a state bid process.
