Anderson Plaza <br /> Decatur, IL 62523 <br /> mnewella,decaturil.gov <br /> REFERENCE: City of Decatur, IL 2021 Trenchless Long Lining Repairs <br /> City Project 2021-28 <br /> Dear Mr. Newell, <br /> In reference to the above project, Insituform Technologies USA, LLC., needs to submit a <br /> request for a waiver on the 10% MBE requirement listed in the specifications based upon <br /> the following reasons: <br /> 1) The only subcontracting opportunities on this project are bid items 11, 16, and 17 <br /> (protruding lateral cut-out, and initial sewer cleaning & video inspection). <br /> 2) As you are aware, these three bid items are a highly specialized concentration, and <br /> there are only a handful of companies that perform this type of work. They only <br /> MBE companies that service our area are: <br /> David Mason &Associates Blue Nile Contractors <br /> 800 South Vandeventer 95 South Drake <br /> St. Louis, MO 63110 Claycomo, MO 64119 <br /> MBE —African American MBE —African American <br /> We contacted both of the above companies, but only David Mason &Associates <br /> was interested in bidding the project. While David Mason &Associates did bid the <br /> project, they were not competitive in comparison to a non-MBE subcontractor that <br /> bid the project (with David Mason being more than 37% higher than TSI —Tele <br /> Scan, Inc.), and utilizing David Mason's bid, instead of the low bid from TSI, could <br /> have potentially put our quote out of the running, due to the excessive costs. <br /> 3) We reached out to Laborers' Local 159 to verify that there were no other MBE <br /> Clean and TV companies in our area. We also searched on the Illinois UCP <br />
