If an employee is subpoenaed concerning a case which involved his work as an employee <br /> of the classified police service and said employee is paid a witness fee, that witness fee shall be <br /> turned over to the City before the employee will be paid authorized overtime for said appearance. <br /> Section 9. If an employee is required to appear in court outside Macon County on a <br /> day he is not regularly scheduled to work,he shall be paid for approved travel time in addition to <br /> actual court time, said court time not to exceed 8 hours. The City may,with the mutual agreement <br /> of the employee and Chief of Police, reschedule off-duty days so that such out-of-county court <br /> appearances fall on regularly scheduled duty days. <br /> Section 10. <br /> (a). General <br /> For the purpose of this contract the term "Hireback" shall be used to designate a process <br /> used by the Chief of Police for assigning officers to work overtime for special projects. This does <br /> not apply to the general overtime process as delineated in Section 7 of this Article. The hireback <br /> process shall be used in assignment of officers for Special Events and Special Departmental <br /> Operations, i.e.,Rat Packs,DUI Program and Gang Suppression. <br /> (b). Special Event Hireback List <br /> (1) The Chief of Police shall establish a"Hireback Procedure" for assigning officers to <br /> work all City of Decatur sanctioned special events. For the purpose of this contract a special event <br /> is considered to be sanctioned when approved by the City Manager and the Chief of Police for the <br /> deployment of police personnel in a hireback status. <br /> (2) All officers of the Decatur Police Department who have been certified for solo <br /> patrol duties shall be eligible for hireback for the staffing of special events. If an officer does not <br /> wish to be considered for assignment,he/she may submit a letter to the Chief of Police requesting <br /> not to be considered for special event hireback.The Chief of Police may also remove officers from <br /> consideration as a result of disciplinary action. In all cases, removal from hireback consideration <br /> will remain in effect for a period of one year unless reinstatement is authorized by the Chief of <br /> Police. <br /> (3) The designated event coordinator shall distribute an event's sign up sheet to each <br /> officer thirty days or more prior to the event. To be eligible for hireback work, officers must sign <br /> up for a minimum of two slots. The event coordinator shall assign one slot per officer according <br /> to departmental seniority until all requested slots are filled. If slots are still available, the <br /> coordinator shall fill these slots based on inverse seniority until all slots are filled. <br /> (c). Special Operations Hireback List: <br /> (1) The Chief of Police or his designee shall establish a "Hireback Work List" for all <br /> officers who wish to participate in departmental authorized special operations.All officers certified <br /> for solo patrol duties shall be eligible for assignment to the work list. <br /> 7 <br />
