RESOLUTION NO. 82016-49 <br /> RESOLUTION REGARDING RESIDENCY <br /> WITHIN THE CORPORATE LIMITS OF THE CITY OF DECATUR <br /> FOR INDIVIDUALS EMPLOYED BY THE MUNICIPAL CORPORATION <br /> WHEREAS,residency within the corporate limits of the City of Decatur, Illinois, for individuals <br /> employed by the City provides a number of benefits for both the employee and the City; and <br /> WHEREAS, the purpose of a residency requirement is to give public employees an additional <br /> stake in the City they serve;and <br /> WHEREAS, City residency for employees makes it easier for them to be more committed to the <br /> community,in that they then invest in the community,own homes,use the schools and participate <br /> in the civic life; and <br /> WHEREAS, employees of the City are in many real ways its "ambassadors", embodying the <br /> highest standards of the institution; and one such standard by which employees attest to this <br /> "ambassadorship"is their residency within the City; and <br /> WHEREAS, the presence of resident police officers, firefighters, general service and <br /> administrative staff in City neighborhoods promotes a sense of safety and security in those <br /> neighborhoods,thus fostering and preserving the neighborhoods' integrity; and <br /> WHEREAS,it is a fair obligation to require residency in the jurisdiction in exchange for public <br /> employment in that jurisdiction;and <br /> WHEREAS, the City Council is desirous of attaining hereafter the benefits of City residency for <br /> all City employees; <br /> NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> DECATUR,ILLINOIS: <br /> Section 1. That it is the desire of the City Council that all persons employed by the City of <br /> Decatur,Illinois,including full time,part time,temporary,and seasonal employees,shall maintain <br /> their bona fide residences within the corporate limits of the City during all periods of service with <br /> the City; and <br /> Section 2.That the term"residency"denotes that a person has a permanent abode or home <br /> within the corporate limits of the City of Decatur, Illinois; that the person does not have a <br /> permanent abode in two places at the same time; and that the person has both a physical presence <br /> at the location within the City of Decatur, as well as the intent to make that place the permanent <br /> residence; and <br />
