ECONOMIC & COMMUNITY DEVELOPMENT MEMORANDUM <br /> No. 21-33 <br /> October 4, 2021 <br /> TO: Mayor Julie Moore Wolfe and City Council Members <br /> FROM: Scot Wrighton, City Manager <br /> Cordaryl "Pat"Patrick, Director of Economic& Community Development <br /> Richelle L. Dunbar, Assistant Director <br /> SUBJECT: Authorization to accept HOME ARP Grant Agreement <br /> RECOMMENDATION: Staff recommends accepting grant funds in the amount of <br /> $1,497,384 in HOME Investment Partnership funding-American Rescue Plan(HOME- <br /> ARP). <br /> BACKGROUND: In accordance with the guidelines set forth by the U. S. Department <br /> of Housing and Urban Development(HUD), the Neighborhood Revitalization Division <br /> develops an Annual Action Plan. The City Council reviewed and approved the CDBG <br /> and HOME funds during the adoption of the City's FY21 budget. Staff was later notified <br /> that additional funds would become available through the American Rescue Plan. An <br /> amendment will be added to the existing FY21 plan to include the recommended projects <br /> utilizing these funds. <br /> The HOME-ARP provides funding to 1)production preservation of affordable housing, <br /> 2) Tenant-Based Rental Assistance(TBRA), 3) Supportive Services, Homeless <br /> Prevention Services, and Housing Counseling, and 4) Purchase and development of non- <br /> congregate shelters. 5) Five percent will be used for administration of the grant. <br /> HUD is in the process of developing the complete guidance for administering these <br /> funds. <br /> POTENTIAL OBJECTIONS: Staff is not aware of objections. <br /> INPUT FROM OTHER SOURCES: N/A <br /> STAFF REFERENCE: Should the City Council have any questions,they may contact <br /> Richelle L.
