10/29/21, 11:14 AM Item Coversheet <br /> in <br /> Information Technology <br /> DATE: II/l/2021 <br /> MEMO: 2021-10 <br /> TO: Honorable Mayor Moore Wolfe and City Council Members <br /> FROM: Jim Edwards,Director of Information Technology <br /> SUBJECT: Resolution Authorizing the Expenditure of Funds to Purchase and Expand Data Storage for the Police Department <br /> Body Worn Camera Project from Presidio Networked Solutions Group. <br /> SUMMARY RECOMMENDATION: Staff recommends awarding a purchase order in the amount of$78,400.24 to Presidio <br /> Networked Solutions Group for the expansion of video storage for the Body Warn Camera(BWC)project. <br /> BACKGROUND: Nearly a year ago the Police Department expanded their use of BWC's to capture additional video for several <br /> different types of calls for service. When BWC's were purchased for the Police Department,a tool was provided to us by <br /> Panasonic(the manufacturer for the BWC's)to estimate video storage requirements for a five-year period of time. All call for <br /> service categories are tracking well within those storage estimates except for Felonies. Video captured for Felonies are often long <br /> since the Police Department is required to store uninterrupted video from the start of the call through booking into the Jail. It is <br /> not unusual for Felony video's to be hours long and video time has been increasing as tools like Flock assist with closure of more <br /> cases in this category. Calls for service in the Felony category must be kept for three years. We now have nearly one year of <br /> storage as a gauge for how much video storage space will be required before older cases begin falling off the storage and the level <br /> of storage stabilizes. Our current rate of growth is around 1.1 Terra Byte(TB)per week and is expected to be a good average <br /> going forward. At that rate,we will need between 121-150 TB to reach stabilization where roughly the new video storage equals <br /> the video storage falling off after the three-year period. The City I.T.Department was able to negotiate a deal with Presidio to fill <br /> all available slots in our storage enclosures at a 30%discounted rate per TB which will give us roughly 225 TB of additional <br /> storage space.
