The Rx rebate credit reduction is the result of plan incurrence of a lower preponderance of higher
priced Rx prescriptions, resulting in the decreased credit. This translates to a lower predicted Rx
prescription claim expense.
The stop loss fee increase is the result of certain medical claim costs exceeding the stop loss
level.
The aggregate increase in projected fixed cost expense is the result of the increased experience
of excessive healthcare claims surpassing the annual stop loss level.
Healthcare expenses of the city have increased in 2021 primarily due to the after effect of the
pandemic, where in 2020 with the close-down of non-emergent medical services, certain non-
emergent medical procedures were deferred. This has translated to an increase in such services
in 2021.
POTENTIAL OBJECTION:
There are no known objections to this resolution request.
INPUT FROM OTHER SOURCES:
First Mid Bank/JL Hubbard Insurance and Bonds, Rick Semonis, Broker and Advisor to the City
for Employee Benefit matters
STAFF REFERENCES:
Gregg D.Zientara, City Treasurer&Director of Finance
BUDGETITIME IMPLICATIONS:
Included in the budget to be presented to Council for deliberation and approval.
