MEMORANDUM 2021-28
DATE: November 1,2021
TO: Honorable Mayor Julie Moore Wolfe and City Council
FROM: Scot Wrighton,City Manger
Jon Kindseth,Deputy City Manger
SUBJECT: Resolution Authorizing City Manager to Enter Into a Professional Services
Agreement with Blank, Wesselink Cook&Associates, Inc. For Design and Construction
Oversight Services for Transit Facilities HVAC Replacement Project
SUMMARY RECOMMENDATION:
Staff recommends City Council authorize the City Manager to execute the attached professional
service agreement for design and construction oversight of an HVAC replacement at multiple
transit facilities.
BACKGROUND:
The City of Decatur Transit facilities are approximately 30 years old and the HVAC systems in
the facilities are the original units designed and installed with the construction of the facilities.
The original design of facilities and the corresponding HVAC systems were done by the local
firm,Blank, Wesselink, Cook&Associates, Inc. The HVAC are at the end of their useful life
and are beyond minor repairs to keep them fully functional. The current systems are simply no
longer adequate to efficiently keep the facilities climate controlled.
The City of Decatur applied for and was awarded a State of Illinois capital grant to replace these
systems. Due to the complete replacement of the HVAC systems and controls, staff believes
utilizing the original building and system designer is in the best interests of the City to ensure
equipment and controls are sized appropriate for the building and its use. The City sought and
received State concurrence to use the original building engineer to design and oversee this
complete replacement project. The agreement with BWC will ensure that the City transit
facilities have the most efficient systems designed and installed in our transit facilities. The
entire project from design through install will be funded with State capital grant funds.
INPUT FROM OTHER SOURCES: City and Civic Center staff.
STAFF REFERENCE: City Manager, Scot Wrighton or Jon Kindseth can address any
questions related to this agreement.
