11/15/21, 11:47 AM Item Coversheet <br /> In <br /> Public Works <br /> DATE: 1/25/2021 <br /> MEMO: 2021-14 <br /> TO: Honorable Mayor Moore Wolfe and City Council Members <br /> FROM: Scot Wrighton,City Manager <br /> Matt Newell,P.E.,Public Works Director <br /> SUBJECT: <br /> Motion Adopting City Council Policy <br /> Overhead Sewer Program <br /> SUMMARY RECOMMENDATION: <br /> At the October 12,2020 City Council Study Session,the governing body reviewed the goals and objectives of the city's storm and <br /> sanitary sewer plans. <br /> Council input was sought on proposed changes to the City's Overhead Sewer Program aimed at increasing participation and <br /> reducing private property sanitary sewer overflows. The following items were presented to the Council: <br /> 1.Number of basement backups experienced yearly in the City(see attached map). <br /> 2. Since 2009,there have been 39 participants in the program. <br /> 3.A proposal to move from 75%coverage to 100%coverage when conditions are met showing evidence of basement <br /> backups. <br /> 4. Sanitary District of Decatur has indicated a willingness to continue its 25%participation. <br /> 5. City will increase the maximum amount from$7,500 set in 2009,to$10,000 per property. <br /> 6.Allow funds to be used on rental properties. <br /> The attached policy language will provide authorization for the City to begin providing a 100%contribution toward the installation <br /> of overhead sewer systems in eligible private residences in order to reduce or eliminate the ongoing damage to private property <br /> caused by wet weather induced sanitary sewer overflows. <br /> If approved,this policy will be incorporated into other City Council policy statements adopted by the governing body.This <br /> proposed policy should: 1)help reduce both back-up of sanitary and combined sewerage into residential basements; and 2)make <br /> continued progress toward compliance with USEPA recommendations. <br /> BUDGET/TIME IMPLICATIONS: Funds in the sanitary sewer fund have been allocated for these improvements. <br /> ATTACHMENTS: <br /> Description Type <br /> Decatur Sanitary Sewer Backup Prevention Program Backup Material <br /> Surcharge Map Backup Material <br /> https://decatur.novusagenda.com/AgendaWeb/CoverSheet.aspx?Item I D=3253 1/1 <br />
