11/30/21, 1:56 PM Item Coversheet <br /> in <br /> Public Works <br /> DATE: 11/29/2021 <br /> MEMO: 2021-84 <br /> TO: Honorable Mayor Julie Moore Wolfe and City Council Members <br /> FROM: Scot Wrighton,City Manager <br /> Matt Newell,P.E.,Public Works Director <br /> Keith Alexander,Water Production Manager <br /> SUBJECT: Resolution Authorizing Laboratory Professional Services Agreement with PDC Laboratories,Inc. <br /> SUMMARY RECOMMENDATION: <br /> Council adopt the attached Resolution authorizing a Laboratory Professional Services Agreement with PDC Laboratories, Inc. for <br /> a fee of$23,109. <br /> BACKGROUND: <br /> The Illinois Environmental Protection Agency(IEPA)requires public water supplies to perform a wide variety of water quality <br /> tests each year. Since many of these tests are complex and require expensive analytical equipment that would only be used once or <br /> a few times annually,the City outsources many of these tests to an IEPA certified laboratory. The current three year agreement <br /> expires on December 31,2021. <br /> To obtain quotes from IEPA certified laboratories in Illinois,a request for quotations was sent to these laboratories: <br /> American Water Central Laboratory <br /> Daily Laboratories <br /> PDC Laboratories <br /> Suburban Laboratories <br /> Test Inc. <br /> Only one firm submitted a quote(PDC Laboratories,Inc.)which has provided these services to the City for the past several years. <br /> Since PDC Laboratories has provided exemplary service to the City for many years,it is recommended that they be authorized to <br /> continue providing these services for another three years. <br /> PRIOR COUNCIL ACTION: <br /> None as previous laboratory professional services agreements were under$20,000. <br /> POTENTIAL OBJECTIONS: None foreseen <br /> INPUT FROM OTHER SOURCES: <br /> The agreement and supporting documents were submitted to the Legal Department for review on November 16,2021. <br /> STAFF REFERENCE: Matt Newell,Public Works Director,Keith Alexander,Water Production Manager.Matt Newell will be <br /> in attendance at the City Council meeting to answer any questions of the Council on this item. <br /> BUDGET/TIME IMPLICATIONS: <br /> These services are annually included in the Water Production operating budget.
