The City has been trying without success for the
past 2 years to fill a vacant Civil Engineer I position. That recruitment effort is ongoing. We expect to see similar difficulties in recruiting
the newly authorized water engineer position.
It is hoped that the vacant Technician 11 positions can be filled in first half of 2022 but may run into similar issues as the engineer
recruitment. Many communities are struggling to fill vacant or new engineering positions. Given these difficulties,it is preferable
to continue to contract out a portion of the services needed by the Engineering Division,to keep infrastructure projects, operations,
and other services on track. Most of the work is water, sewer or storm drainage related and is paid from those funds.
Professional Services Agreement Amendment No 2
Over the past year,Clark Dietz,Inc(CDI)has provided the additional staff needed to assist the Public Works Engineering Division
fulfill its obligations to the City. They have provided an employee that typically spends three days a week at the City offices with
additional tasks sent to other CDI staff as needed.Amendment number 2 will provide additional hours for various services. The
cost of$124,971.80 is estimated to last through June of 2022.
PRIOR COUNCIL ACTION:
September 8,2020-City Council authorized the original agreement with Clark Dietz Incorporated for professional services for a
not to exceed fee of$187,670.
May 3,2021 -City Council authorized the Amendment No I to the agreement with Clark Dietz Incorporated for professional
services for a not to exceed fee of$84,752.40.
POTENTIAL OBJECTIONS: None.
INPUT FROM OTHER SOURCES: Clark Dietz Inc.
STAFF REFERENCE: Matt Newell,Public Works Director and Paul Caswell,City Engineer. Matt Newell will attend the City
Council meeting to answer any questions of the Council on this item.
BUDGET/TIME IMPLICATIONS:
Budget Impact: The proposed Amendment Number 2 to the professional services agreement with Clark Dietz Incorporated is for
a fee of$124,971.80. It is proposed that this fee continue to be shared between the Storm Drainage Fund at 50%,the Sanitary
Sewer Fund at 40%,and the Water Fund at 10%.
hfps://decatur.novusagenda.com/AgendaWeb/CoverSheet.aspx?ItemI D=3708 1/2
