12/15/21,3:31 PM Item Coversheet <br /> Public Works <br /> DATE: 12/15/2021 <br /> MEMO: 2021-95 <br /> TO: Honorable Mayor Julie Moore Wolfe and City Council Members <br /> FROM: Scot Wrighton,City Manager <br /> Matthew C.Newell,P.E.,Public Works Director <br /> SUBJECT: Resolution Authorizing the Payment for Street Lighting Services for the Johns Hill Neighborhood <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the attached Resolution authorizing a payment to Ameren Illinois for the upgrade <br /> to the Johns Hill Neighborhood street lighting. <br /> BACKGROUND: <br /> The City entered into an agreement with the Howard G.Buffett Foundation in August of 2020 for the revitalization of the Johns <br /> Hill Neighborhood. Funding was provided by the Foundation for the improvement of street pavement,curbs,alleys,sidewalks, <br /> broadband cable,trees,surveillance cameras and street lighting. <br /> The neighborhood is currently lighted by cobra style street fixtures on wood poles with overhead power,the existing street lighting <br /> system is owned and maintained by Ameren Illinois. Payment for the lighting is paid by a monthly tariff for each fixture and <br /> power is estimated for each type of light. <br /> In newer subdivisions within the City,street lighting typically provided consists of a black fiberglass pole with a decorative light <br /> fixture with underground power. Ameren only offers one type of decorative lighting. It is more cost efficient for Ameren to own <br /> and maintain the street lighting. <br /> The Johns Hill Neighborhood will remove approximately 70 cobra style with wood poles and install approximately 90 fiberglass <br /> poles with decorative fixtures. Lighting coverage differs between the two styles of lights. All new lighting will be LED. <br /> Ameren has calculated the initial cost of$144,700.98 to complete the work.
