STAFF REPORT <br /> To: Mayor Julie Moore Wolfe <br /> City Council Members <br /> City Manager Scot Wrighton <br /> From: Deputy Chief Brad Allen <br /> Subject: User fees for the Central Illinois Regional Dispatch Center for the year 2022 <br /> BRIEFING ITEM <br /> RECOMMENDED ACTION: <br /> Approve by resolution the payment of the 2022 user fees for the Decatur Police Department and the <br /> Decatur Fire Department to the Central Illinois Regional Dispatch Center. <br /> BACKGROUND: <br /> On June 5,2017,under Resolution 2017-76,the City Council approved the City of Decatur entering <br /> into an Intergovernmental Agreement with the Central Illinois Regional Dispatch Center(CIRDC) to <br /> begin providing dispatching services to the City of Decatur Police and Fire Departments on January <br /> 1,2018. <br /> The CIRDC fee for 2022 increased by slightly over$252,000. This is due to several factors. The <br /> percentage of the total calls for service attributed to DPD and DFD increased from previous years. <br /> This is due to an increase in DFD related calls as well as a significant decrease in calls for service <br /> from other police agencies due to COVID modifications. Additionally,the CIRDC is increasing <br /> their cash reserves,not carrying over unspent funds, increasing the allotment for equipment <br /> replacement and increased personnel costs. <br /> The user fees for the CIRDC are currently based on calls for service for each user agency. The <br /> Decatur Police Department and the Decatur Fire Department are the largest police and fire user <br /> agencies served by the CIRDC. The current method for calculating the cost for CIRDC services is <br /> being changed in the next CIRDC fiscal year budget(2022-2023). Instead of the fee being based on <br /> the number of actual calls for service,the CIRDC will be charging each agency a set percentage of <br /> the overall CIRDC budget. That percentage will be based on a historical record of calls for service <br /> from each agency. This will allow for more stable and predictable fees into the future. In addition, if <br /> one agency makes changes in the way they manage calls, that won't have such an impact on the fees <br /> to all other agencies. <br /> The user fees are billed annually but paid quarterly to the CIRDC. The user fees due in 2022 have <br /> been budgeted for and are to go before the Council on December 20, 2021 for approval.
