Zientara,City Treasurer&Director of Finance <br /> SUBJECT: Budget Reconciliation Ordinance Appropriating Additional Monies for the Purpose of Defraying the Expenses for <br /> Certain Funds of the City of Decatur, Illinois for the Fiscal Year Ending December 31,2021. <br /> SUMMARY RECOMMENDATION: See attached memo. <br /> BACKGROUND: <br /> The cityof Decatur operates under the statutory budget system The budget,and not an appropriations ordinance,serves as the <br /> legal document limiting expenditures. <br /> The City Council acted earlier this year to amend the budget to authorize the manner of spending for ARP funding because of the <br /> significant quantity of this unanticipated revenue.Apart from this amendment,there are normal variations from the budget in <br /> every year caused by unanticipated expenses,and by revenues that are expected--but which do not come in as expected. Under <br /> the budget system,the council may act prior to the end of the fiscal year to make adjustments in the budget so that no single fund <br /> is overspent.Adjustments will be offset by re-assigning under-expended expense authorizations from elsewhere in the budget. <br /> ATTACHMENTS: <br /> Description Type <br /> Council letter Cover Memo <br /> Ordinance Cover Memo <br />
