ECONOMIC AND COMMUNITY DEVELOPMENT MEMORANDUM
No. 21-39
December 16, 2021
TO: Honorable Mayor Julie Moore Wolfe and City Council
FROM: Scot Wrighton, City Manager
Cordaryl "Pat"Patrick, Director of Economic & Community Development
Greg Crowe, Assistant Director of Economic & Community Development
SUBJECT: Ordinance Rezoning 3696 Greenswitch Rd from M-1 Intense Commercial/Light
Industrial District to M-2 Heavy Industrial District with a Conditional Use Permit
to allow for an Automotive Salvage Operations
SUMMARY RECOMMENDATION: Staff recommends approval of the petition to rezone 3696
Greenswitch Road from M-1 Intense Commercial/Light Industrial District to M-2 Heavy Industrial
District and allow a Conditional Use Permit to operate an automotive salvage operation with the
following condition:
1. A six (6) to eight (8) foot site break fence shall be constructed and maintained in good
conditions around the perimeter of the property as shown in the attached site plan.
The City Plan Commission voted 7-0 to recommend approval of the petition at the December 9,
2021 meeting. The minutes of the meeting are attached.
BACKGROUND: The subject site is approximately 10.37 acres and currently contains a towing
and tire business. The request to rezone the property to M-2 with a conditional use permit for an
automotive salvage operations is to allow Shaner's Towing and Tire, Inc. to store and salvage
automobiles and automotive parts. The petitioner's business of towing inoperable vehicles has
increased triggering the need to expand the business on site for automobile salvage operations.
The proposed use is generally compatible with the surrounding area and consistent with the
Comprehensive Plan and intent of the Zoning Ordinance. The proposed and existing site break
fence along with the property being heavily wooded to the northeast and part of the west boundary
will screen the use from neighboring uses and roadways.
For further details, please refer to the attached Plan Commission staff report.
POTENTIAL OBJECTION: There were no objectors present at the Plan Commission meeting.
INPUT FROM OTHER SOURCES: N/A
STAFF REFERENCE: Any additional questions may be forwarded to Greg Crowe
( cry_ owed decaturil.gov).
BUDGET/TIME IMPLICATIONS: None.
