STAFF REPORT <br /> Decatur City Plan Commission <br /> Hearing Date December 9, 2021 <br /> Calendar No. 21-17 <br /> Property Location 3696 Greenswitch Rd <br /> Request Rezone from M-1 Intense Commercial/Light Industrial District to M- <br /> 2 Heavy Industrial District with a Conditional Use Permit in the M-2 <br /> Heavy Industrial District to allow for an Automotive Salvage <br /> Operations <br /> Petitioner Shaner's Towing and Tire <br /> BACKGROUND <br /> The subject site is approximately 10.37 acres and currently contains a towing and tire business. <br /> This subject site is zoned M-1 Intense Commercial/Light Industrial District. <br /> Surrounding Land Use and Zoning <br /> Direction Existing Land Use Zoning Comprehensive Plan <br /> Subject Property Towing and Tire Service M-1 Employment <br /> North Office and Commercial B-2&0-1 Employment&Retail <br /> South Industrial M-1 Employment <br /> East Residential R-3 Residential Low Density <br /> West Industrial R-2 I Employment <br /> PROJECT DESCRIPTION <br /> The request to rezone the property to M-2 with a conditional use permit for an automotive <br /> salvage operations is to allow Shaner's Towing and Tire, Inc. to store and salvage automobiles <br /> and automotive parts. The petitioner's business of towing inoperable vehicles has increased <br /> triggering the need to expand the business on site for automobile salvage operations. <br /> The petitioner proposes to construct a site break fence between 6 and 8 feet in height surrounding <br /> the property on the side and rear yards for security and screening according to the attached site <br /> map. <br /> STAFF ANALYSIS <br /> Staff supports the rezoning to M-2 Heavy Industrial District and proposed Conditional Use <br /> Permit to operate an automotive salvage operation. <br /> According to Section XXIII.A.3., there are three standards which must be met in order to grant a <br /> conditional use permit. The first standard requires that the use be "necessary for the public <br /> convenience at the location." The proposed use is generally compatible with the surrounding area <br /> and consistent with the Comprehensive Plan and intent of the Zoning Ordinance. <br />
