day-to-day project management by the City with State and Federal reimbursement.
A complete outline of the funding for the overall project is detailed on Table 1 in the appendix.
Project Update
On December 16th, the Illinois Commerce Commission issued its final order allocating up to
$14,950,000 in Grade Crossing Protection funds and $6,000,000 in Multi-Modal Transportation
Bond funds for the project.
Once a contractor is on board, the City will need to secure an agreement with the Illinois Central to
pay flagger fees for the work that will be conducted adjacent to their tracks. Flaggers are used by
all railroads to be present with work is being done near RR tracks to assure the safety of the RR
and construction workers. This will need to be done in conjunction with the contractor and IDOT
as the project begins. This agreement will require Council action early in 2022 once the project
construction schedule is better defined by the contractor and the costs are determined.
PRIOR COUNCIL ACTION:
See Appendix A for prior Council action on this item.
POTENTIAL OBJECTIONS: There are no known objections.
INPUT FROM OTHER SOURCES:
Illinois Department of Transportation
STAFF REFERENCE: Matt Newell, Public Works Director. Matt will attend the City Council
meeting to answer any questions of the Council on this item.
BUDGET/TIME IMPLICATIONS:
Budget Impact: City funding is budgeted in the State Motor Fuel Tax Fund, the Water Fund, and
the Storm Water Fund. The Norfolk Southern Railway Company will reimburse the City $1
million for the project.
Staffing Impact: Staff time is allocated to manage this project.
SCHEDULE: DESIGN AND CONSTRUCTION:
The project bid letting is planned for January 21, 2022. Construction should begin within 2-3
months of the letting and will be under the direction of the Illinois Department of Transportation.
The estimated time of construction is 30 months.
