Public Works
DATE: 1/5/2022
MEMO: 2022-3
TO: Honorable Mayor Julie Moore Wolfe and City Council Members
FROM: Scot Wrighton,City Manager
Matthew C.Newell, P.E., Public Works Director
SUBJECT:
Resolution to Approve a Preliminary Engineering Services Agreement with WHKS and Co. and Appropriate Motor
Fuel Tax Funds for the Garfield Avenue Bridge over 22nd Street
SN 058-6001
City Project 2020-22
SUMMARY RECOMMENDATION:
It is recommended that the City Council approve the attached Resolution authorizing the Mayor to sign and the City Clerk to
attest a Resolution approving a preliminary engineering services agreement with WHKS and appropriating$19,784.50 in State
Motor Fuel Tax(MFT)funds to perform preliminary engineering services for the Garfield Avenue Bridge over 22nd Street.
BACKGROUND:
City staff conducts routine bridge inspections of 28 bridges throughout the City. Bridge inspections are completed within
guidelines set by the Illinois Department of Transportation(IDOT)and the Federal Highway Administration(FHWA). The
routine inspections by the City can lead to findings that require a more detailed review, structural analysis,and/or repair. The
Garfield Bridge over 22nd Street is a pin and hanger bridge which requires an ultra-sonic inspection of the pins every 4 years
since they cannot be visually seen. In 2020,AECOM completed the ultra-sonic inspection, the regular inspection and prepared
an updated design report that was submitted to the Illinois Department of Transportation.
Request for Proposals
On May 19,2021,the City issued a request for proposals and qualifications to provide design services to rehabilitate the
Garfield Avenue Bridge over 22nd St. Proposals were received on June 16,2021. Six firms submitted formal statements of
qualifications. Public Works Department staff reviewed the proposals and recommended WHKS &Co.,of Springfield,IL,as
the firm best able to serve the City in performing the requested design services.
Engineering Services Agreement
The City started scope negotiations with WHKS in mid-2021 and determined that additional analysis of the structure is
necessary to determine the bridge repair options and accurately scope the final design services. The proposed professional
service agreement will review the existing bridge condition report, update cost options for rehabilitation or replacement, and
preform a preliminary substructure adequacy calculation.
The proposed total fee is $19,784.50,which will be paid with State Motor Fuel Tax funds.
PRIOR COUNCIL ACTION:
June 20,2016—The City Council was given a memorandum detailing the condition and status of the City's bridges that fall
within the jurisdiction of the National Bridge Inspection Standards (NBIS). This memorandum identified bridges that were
knnum to('itv staff ac having ctrnnfiiral ennrarnc ThP fnllnwino hriraPc wPrP iantifiPrl
