The Priority Goals outlined in this report are the result of a special
planning retreat of the Decatur City Council held on October 8,
2021 at The Decatur Club. City Manager Scot Wrighton also
participated in the planning retreat.
Six out of seven priority strategic goals from the 2019 planning
session were carried over to the 2021-23 period. Priority Goal #7
was deleted. The City Council made substantive revisions,
refinements and amendments to the six renewed priority goals at
the 2021 retreat. The updating and carryover of six priority goals
from the 2019-21 strategic plan into the 2021-23 strategic plan
reflect: 1) that many initiatives are multi-year or continuously
ongoing projects; and 2) that there is comparative consistency and
continuity, and agreement about the council broad goals.
The City Council expressed a desire to revisit its goals and
objectives every other year, and that the city needs to do a better
job of articulating their goals and progress, as well as steps towards
success, to citizens of Decatur outside city government.
Although the six Priority Goals do not appear in this report in any
particular order, the City Council generally identified priority goals
#1 and #2 as the most important during the next two years.
Achieving the council's goals is not entirely the responsibility of
municipal government—many, in fact, cannot be realized without
close partnerships and cooperation with other community
organizations. But this document articulates where the city is
willing to lead, and what many of the realistic strategies and
initiatives should be to make Decatur better.
Page 12
