CITY OF DECATUR <br /> SPECIAL PROVISIONS <br /> FOR <br /> BITUMINOUS PAVEMENT MATERIALS <br /> METHOD OF MEASUREMENT: <br /> Bituminous Surface Course -Class I (Type 2, Surface Mixture C), Cold Mix (M 19) <br /> and Cold Mix (M 120)will be measured for payment in tons (2000 pounds per ton). <br /> Material may be weighed at the place of loading or as designated by the City's <br /> representative. <br /> The weight of the delivery shall be measured on a State certified accurate scale <br /> operated by competent personnel. For each pick-up, the City shall be provided a scale <br /> ticket verifying the weight of the bituminous material received. <br /> BASIS OF PAYMENT: <br /> Bituminous Surface Course -Class 1 (Type 2, Surface Mixture C), Cold Mix (M 19) <br /> and Cold Mix (M 120)will be paid for at the contract unit price per ton. Said unit price <br /> shall include the material and all costs to load the material into City provided vehicles. <br /> SPECIAL CONDITIONS: <br /> 1. Quantities listed in the bid proposal are estimated. The City reserves the right to <br /> increase or decrease the estimated quantities and no adjustment will be made to <br /> the unit bid price as the result of an increase or decrease in the quantities. <br /> 2. BASIS OF AWARD. The City will use its costs to take delivery of the material to <br /> determine the lowest net cost for the purchase of this material. The City <br /> estimates its costs to take delivery at$1.00 per ton per mile from the City of <br /> Decatur's Municipal Service Center(MSC), 2600 North Jasper Street, Decatur, <br /> Illinois. The City's determination of net cost will be estimated in the following <br /> manner: <br /> NET COST= (BID TOTAL) + (HANDLING COSTS) <br /> HANDLING COSTS = (1250 Tons)x ($1.00 per ton per Mile) x (D) <br /> D = one-way travel distance from MSC to pick-up site. <br /> EXAMPLE: <br /> Company As Total Bid is $54,500 and is located 6 miles from the MSC. <br /> Company B's Total Bid is $49,000 and is located 15 miles from the MSC. <br /> Net Cost Company A= ($54,500) + ($7,500.00) = $62,000.00 <br /> Net Cost Company B = ($49,000) + ($18,750.00) = $67,750.00 <br />
