MINUTES of a regular public meeting of the Council of the City of Decatur, Macon County, Illinois, held in the Council Chambers, located on the third floor of the Decatur Civic Center, One Gary K. Anderson Plaza, Decatur, Illinois, at 5:30 p.m., on Tuesday, the 22nd day of February,2022. The Mayor called the meeting to order and directed the City Clerk to call the roll. The following Council Members were absent and did not participate in the meeting in any manner or to any extent whatsoever: At 5'1p.m., the Mayor announced that the next item for consideration was the issuance of not to exceed$26,100,000 general obligation bonds to be issued by the City pursuant to its home rule powers for the purpose of financing water and sewer infrastructure improvements, and that the City Council would consider the adoption of an ordinance providing for the issue of said bonds and the levy of a direct annual tax sufficient to pay the principal and interest thereon. The Mayor then explained that the ordinance sets forth the parameters for the issuance of said bonds and the sale thereof by designated officials of the City to Robert W. Baird&Co.
