OFFICE OF THE CITY MANAGER
May 7, 2022
TO: Honorable Mayor Julie Moore Wolfe and City Council Members
FROM: Scot Wrighton, City Manager
Jon Kindseth, Deputy City Manager
Lacie Elzy, Acting Transit Administrator
SUBJECT: Resolution Authorizing Application submittal and execution of the Illinois
Rebuild II Public Transportation Capital Assistance Grant under the IDOT's general
authority to make such grants.
RECOMMENDATION: The attached Resolution allows for the City of Decatur to
submit the application and execute the Illinois Rebuild Round 11 Public Transportation
Capital Assistance Grant in the amount of$3.7 million.
BACKGROUND: The City of Decatur applied for the Illinois Rebuild II Public
Transportation Capital Assistance Grant and was awarded a total of$3.7 million. The
funds were awarded for the purchase of four(4)hybrid Gillig buses in the amount of$2.7
million and the construction of a new bus barn for our paratransit fleet in the amount of
$1 million. With the purchase of the new buses, City of Decatur will have replaced the
remaining older buses in the fleet that were past useful life expectancy. Additionally, the
paratransit fleet is currently unsheltered, and the construction of the bus barn will allow
us to protect the new paratransit buses we will procure. The purchase of the buses and the
bus barn project will be presented to Council at a later date, as this is the approval for the
application submittal and execution of the grant only.
POTENTIAL OBJECTIONS: Staff is not aware of objections.
INPUT FROM OTHER SOURCES: None
STAFF REFERENCE: Should the City Council have any questions, they may contact
Jon Kindseth at 217-450-2323 or jkindseth(a),decaturil. og_v, Lacie Elzy at 217-542-3559
or LelzyAdecaturil.gov
BUDGET/TIME IMPLICATIONS: This action will allow for additional$3.7M in
funding for capital needs in transit. This funding is not included in 2022 budget as
notification was received after budget adoption. This could likely be included in a future
budget amendment.
