We contacted all three of the above companies, via email and phone, but only
David Mason & Associates was interested in bidding the project. Henok Tekeste,
President of Blue Nile stated that he has enough backlog and he is not interested in
quoting a project so far from his base location of Birmingham MO. Granville Singh
of GLS stated that Decatur is further than he would like to travel at this time so he
would pass on providing a quote.
David Mason & Associates did provide a quote for the project, however they were
not competitive in comparison to the only other quote we received for this scope
(with David Mason being more than 37% higher than Tele Scan Inc.), and utilizing
David Mason's bid, instead of the low bid from TSI, would quote probably have put
our bid out of the running, due to the excessive costs.
3) We reached out to Laborers' Local 159 to verify that there were no other MBE
Clean and TV companies in our area. We also searched on the Illinois UCP
Directory to verify there were new Clean and TV companies in our area that we
may have been unaware of.
4) In summary, despite every attempt to find qualified MBE contractors to bid the
project, because of the unique scope of work, and lack of capacity, we received
only one MBE bid. The awarding of the subcontract to DMA (as a MBE) is
impracticable because it would increase our bid price, and therefore cost the City of
Decatur more and more than probably put us over our competitors pricing.
For these reasons, we are not able to meet the MBE requirement, and respectfully request
a waiver from the required participation in said program.
Should you have any questions, please do not hesitate to contact me.
Sincerely,
Greg Patton
Business Development Manager
