March 17, 2022 <br /> TO: Mayor Julie Moore Wolfe& Decatur City Council Members <br /> FROM: Scot Wrighton, City Manager4 <br /> RE: Marina Lease with Decatur Park District and G&H Marine <br /> The proposed lease agreement formally memorializes the MOU previously approved by the City <br /> Council and the Decatur Park District to facilitate the installation of new covered docks in Basin <br /> 2 of Lake Decatur.The lease agreement has been formally approved and signed by both the <br /> Decatur Park District and G&H Marine prior to its presentation to the City Council. G&H Marine <br /> ordered,took delivery, and has largely completed the assembly of, new docks on the strength <br /> of the previous MOU so that the new docks could be in place near the start of the 2022 boating <br /> season.The Public Works Department is currently removing abandoned docks, piers and <br /> anchors in the area where the first 40 slips will be sited. <br /> The proposed lease agreement largely tracks with the MOU except that the agreement includes <br /> reference to an exclusion zone.This means that the city and the park district agree to not <br /> permit the construction of any new private docks on this side of Basin 2(other than those <br /> jointly agreed to by the city, park district and G&H Marine)on the northwest lake edge of Basin <br /> 2 only.A map of Basin 2 showing land ownership is attached).The City Council has already <br /> granted one waiver to one private dock, but no other waivers are anticipated.The extent of the <br /> exclusion zone has been a point of some debate.The park district has recommended that the <br /> exclusion zone extend from Route 36 to Lost Bridge Road; and they own all of the property <br /> adjacent to the lake's edge in this area (above the full-pool level).The 2011 Nelson Park Master <br /> Plan also recommends an exclusion zone in Basin 2 so that a marina operator has sufficient <br /> business to sustain long-term operations and continuity of services, <br /> In the process of updating its records of persons interested in renting boat slips in Basin 2,the <br /> park district estimates that there may soon be sufficient interest to plan for another 40 slips <br /> (identical to the ones now being installed) as early as next year. <br />
