City Clerk
DATE: 3/11/2022
MEMO:
TO: Mayor Julie Moore Wolfe
City Council Members
FROM: Scot Wrighton,City Manager
SUBJECT: Resolution Authorizing an Agreement between the City of Decatur and African American Cultural&Genealogical
Society of Illinois,Inc. Museum Regarding American Rescue Plan Funds
SUMMARY RECOMMENDATION: Approval of the Agreement.
BACKGROUND: The African American Cultural and Genealogical Museum made a formal request for ARP funding in
2021. Like the Children's Museum request,a grant of funds was intended to offset operational losses incurred by non-
governmental museums and tourist attractions that were negatively impacted by COVID lockdowns and closures. The Museum
staff provided additional financial and visitor documentation as requested by the city for city staff to verify ARP eligibility. The
funding request was subsequently included in the list of ARP funding recipients that the City Council incorporated into their
adopted 2022 budget. The proposed amount is slightly more than the Museum's total annual budget, but less than the Museum's
original request, because one year of operations cost reimbursement is compatible with the legislative intent that the funds be
used to offset operational losses. This one-time allocation is not restricted to any specific capital project,it is just for defraying
operating losses. In the same way that the city required a separate agreement with the Children's Museum before funds could be
remitted, the African American Cultural and Genealogical Museum had to execute a separate agreement stipulating terms and
conditions. They have signed the agreement, and it is included in the council packet.
PRIOR COUNCIL ACTION: Approval of the 2022 budget that includes this request for$25,000.
ATTACHMENTS:
Description Type
Resolution Resolution Letter
Agreement Fuck« Material.
