The projects
consisted of two distinct parts:
1. Midwest Inland Port(MIP)Transportation Plan. The focus of this work is to prepare a transportation plan for the
MIP analyzing existing facilities and suggesting improvement opportunities for multi-modal freight hub development in
Decatur and the Central Illinois region.
2. Midwest Inland Port(MIP)Transportation Capital Improvements Plan(CIP). The focus of this work is to prepare
the CIP for the MIP Transportation Plan. The CIP was to include preliminary concept plans for recommended improvements.
Through a Request for Qualification and Proposal process,URS of Decatur, now AECOM,was selected to perform the requested
studies. The City Council approved an Engineering Services Agreement on February 2,2015.
On June 22,2015,DCEO suspended the project. The project was reinstated on May 15,2020. Over the 5-year project suspension,
IDOT funding for their portion of the study was withdrawn and only the DCEO portion remained in place. City staff reached out
to AECOM to renegotiate the 2015 agreement with an adjusted scope of services and a reduced price tag in keeping with the
DCEO grant.
The renegotiated scope of services includes the following tasks:
1. Overall project management
2. Stakeholder Outreach. This task will contact stake holders with a strong presence in the transportation corridor identified
in the original project.
3. Determine Transportation Needs. This task will perform traffic counts, traffic crashes and analyze the transportation
corridor.
4. Determine Transportation Improvement Recommendations. This task will update the City Travel Demand Model for the
area and determine specific recommendation for transportation improvements the City should work toward in the future.
5. Evaluate Emerging Technology. This task will include additional stakeholder outreach to discuss intelligent
transportation systems and how these systems can be used to improve transportation in the area.
6. Final Report. This task will summarize identified projects, costs and potential funding options.
https://decatur.novusagenda.com/AgendaWeb/CoverSheet.aspx?ltemlD=3830 1/2
