COMMUNITY DEVELOPMENT DEPARTMENT MEMORANDUM <br /> No. 22-16 <br /> April 4, 2022 <br /> TO: Honorable Mayor Julie Moore Wolfe and City Council <br /> FROM: Scot Wrighton, City Manager <br /> Cordaryl "Pat"Patrick, Director of Community Development <br /> Susan Kretsinger,Neighborhood Inspections Manager <br /> SUBJECT: Resolution Authorizing Weed Removal Contract <br /> RECOMMENDATION: A resolution authorizing action regarding Weed Removal Contracts. <br /> City staff recommends approval. <br /> BACKGROUND: The City had solicited bids to hire contractors to mow lots owned by the <br /> Macon County Trustee at various locations throughout the community in 2022. This includes <br /> the mowing of most City of Decatur owned property and privately-owned property that has come <br /> into violation of Chapter 48, Section 8. <br /> Staff accepted bids for removal of grass and weeds from lots owned by the Macon County <br /> Trustee and the City of Decatur to be maintained at or below 5" (five inches) and for privately <br /> owned lots that have failed to comply with Chapter 48 Section 8 of the City Code of Decatur. <br /> The City is divided into 12 Districts with each District ranging from 57 to 112 lots. The total <br /> number of lots is 987 for 2022, up from 902 for 2021 and 846 in 2020. The cost of mowing the <br /> privately-owned violation lots is estimated using the costs from the 2021 mowing season, <br /> contractors are paid only for those work orders issued, completed and approved by <br /> Neighborhood Inspections Division staff. <br /> Bid Specifications and Scope of Work are: The Contractor shall provide all labor, tools and <br /> equipment to cut weeds and grass from Macon County Trustee and City of Decatur owned lots (a <br /> lot is defined as having one Macon County tax identification number and specified in the official <br /> legal description, no other description is acceptable) in the City of Decatur. The Contractor will <br /> accept the responsibility of cutting weeds and grass cut to a height of less than three (3) inches <br /> and bushes and trees less than one and one-half(1 %2") inch in diameter cut and removed. The <br /> contract period shall be from the date of award through December 31, 2023. The City reserves <br /> the right to remove or add lots of up to 5%within each district. <br /> The Contractor will be responsible for maintaining all Macon County Trustee and City of <br /> Decatur owned property within the awarded District beginning April 1 through October 30, <br /> 2023. The lots will not be allowed to grow in excess of five inches (5") in height. <br />
