3128/22.4.17 PM Item Coversheet
Public Works
DATEo 3/24/2022
MEMO: 2022-19
TO: Honorable Mayor Julie Moore Wolfe and City Council Members
FROM: Scot Wrighton,City Manager
Matthew C.Newell,P.E.,Public Works Director
SUBJECT:
Resolution Authorizing an Intergovernmental Agreement for the Sharing of Certain Costs Related to Improvement of
Portions of Various Public Highways in Macon County,Illinois,Between the City of Decatur, and Harristown Township
SUMMARY RECOMMENDATION:
It is recominended that the City Council approve the attached resolution accepting the intergovernmental agreement for the sharing
of certain costs related to improvement of portions of public highways involving the use of micro-surfacing between the City of
Decatur and Harristown Township.
BACKGROUND:
Micro-Surfacing projects are focused on slowing the deterioration of pavements that are experiencing moderate wear. The actions
of sun, freezing, traffic and age all combine to deteriorate asphalt pavements. Micro-surfacing is designed to seal and protect the
pavement surface and slow deterioration thereby delaying the need for more expensive treatments such as a mill and overlay or
total reconstruction. The work involves coating the existing pavement with a thin mix of asphalt emulsion and aggregate which
serve to correct minor surface distresses and extend the life of the pavement. When performed at the right time with only
moderate wear on the street,micro-surfacing treatments can last from 5 to 7 years. The City has performed micro-surfacing
projects in the past with good results. The Macon County Highway Department has also placed micro-surfacing on several County
highways,as have some of the nearby Townships and Villages.
The City of Decatur along with the Village of Forsyth, the Village of Mount Zion, the Village of Long Creek,Hickory Point
Township,Long Creek Township,Harristown Township, and Macon County propose a combined project that will use micro-
surfacing as a cost-effective way of protecting streets in each jurisdiction. Each agency party has selected streets appropriate for
micro-surfacing treatment and are combining them into one contract to receive more competitive bids and reduce project costs.
In February of 2020,the City entered into an agreement with Macon County,Hickory Point Township,Long Creek Township,
Mount Zion Township,City of Maroa,Village of Forsyth,Village of Long Creek,Village of Mount Zion, and Macon County to
combine micro-surfacing projects. As defined under the agreement, the City will act as the lead agency for the combined micro-
surfacing project and pay the total cost of the work, with the other agencies agreeing to reimburse the City for the work completed
on the streets in their jurisdiction. The subject agreement is between the City of Decatur and Harristown Township and is the same
agreement given to the other agencies.
The City's portion of the project will include portions of three different neighborhoods. See attached location map for information.
SCHEDULE
Design work on this year's micro-surfacing project is currently underway. It is planned that the combined project could begin as
early as May 2022 and be finished by October 2022.
PRIOR COUNCIL ACTION:
February 24,2020—Council approved Resolution R2020-26 authorizing an intergovernmental cooperation agreement for the
sharing of certain costs related to micro-surfacing improvements between the City of Decatur,Hickory Point Township,Long
https://decatur.novusagenda.com/AgendaWeb/CoverSheet.aspx?ItemID=3840 112
