OFFICE OF THE CITY MANAGER
DATE: April 4, 2022
TO: Honorable Mayor Julie Moore Wolfe and City Council Members
FROM: Scott Wrighton, City Manager
Jon Kindseth, Deputy City Manager
Lacie Elzy, Acting Transit Administrator
SUBJECT: Resolution Authorizing Application submittal for Capital Assistance Grant
for Paratransit Vehicles under the IDOT's general authority to make such grants.
RECOMMENDATION: The attached Resolution allows for the City of Decatur to
submit the application for Capital Assistance Grant in the amount of$990,000.
BACKGROUND: The City of Decatur is applying for the State of Illinois Capital
Assistance for Paratransit Vehicles in the amount of$990,000. The vehicles will replace
the existing paratransit fleet. Over the past three years, the City of Decatur replaced
nearly all of our fixed-route buses. Replacing our paratransit fleet will bring equity to our
ADA passengers. This application also includes a request for(8) eight minivans that will
serve as our proposed micro transit fleet. A micro transit or"dial-a-ride" service will
provide on-demand,point to point service, much like taxi service. This would be a far
more efficient service to provide for transportation needs as it relates to workforce
development. The State will choose and provide the vehicles in the application should
they choose to award us this grant.
POTENTIAL OBJECTIONS: Staff is not aware of objections.
INPUT FROM OTHER SOURCES: None
STAFF REFERENCE: Should the City Council have any questions, they may contact
Jon Kindseth at 217.450.2323 or jkindseth(a,decaturil.gov, Lacie Elzy at 217.542.3559 or
Lelzy@decaturil.gov
BUDGET/TIME IMPLICATIONS: Authorizes a new Illinois Capital Assistance
Grant for Paratransit Vehicles for$990,000. This grant was not included in the budget.
