ECONOMIC AND COMMUNITY DEVELOPMENT MEMORANDUM
No. 22-15
March 31, 2022
TO: Honorable Mayor Julie Moore Wolfe and City Council
FROM: Scot Wrighton, City Manager
Cordaryl "Pat"Patrick, Director of Economic & Community Development
Greg Crowe, Assistant Director of Economic &Community Development
David Greenwell, Building Official
SUBJECT: Ordinance Amending City Code- Chapter 25, Electrical Commission, Electrical
Contractors and Licensed Electricians
SUMMARY RECOMMENDATION: Staff recommends the proposed ordinance amendment
regarding Chapter 25, Electrical Commission, Electrical Contractors and Licensed Electricians
be approved and adopted into City Code.
BACKGROUND: City Code Chapter 25 was in need of amendment to remove outdated
processes and clarify application procedures that include:
1. Changing definition of"electrical contractor"to be less confusing and clarify distinction
between electrical contractor, employees and supervising electricians.
2. Required qualifications of a Supervising Electrician employed by the Licensed
Contractor and removal of reciprocity for obtaining a City of Decatur license. The
International Code Council's Master Electrician exam is the standard testing used for
verification of licensing requirements for electricians by the City of Decatur and other
jurisdictions and is available through multiple testing centers. Requiring the ICC test
along with proof of qualified experience is a simple and consistent way for licensed
electrical contractors to meet our requirements while ensuring the health and safety of our
residents.
3. Composition and leadership of the Electrical Commission.
POTENTIAL OBJECTIONS: None we are aware of
INPUT FROM OTHER SOURCES: The City's Electrical Commission approved of all the
proposed changes at their March 23, 2022 meeting.
STAFF REFERENCE: Should the City Council have any questions, they may contact David
Greenwell at 217-424-2787 or email at dg)rcenwellL&decaturil.g)ov or Greg Crowe at 217-424-
2786 or email at gcrowe(a)decaturil.gov.
BUDGET/TIME IMPLICATIONS: None.
