ECONOMIC AND COMMUNITY DEVELOPMENT MEMORANDUM <br /> No. 22-15 <br /> March 31, 2022 <br /> TO: Honorable Mayor Julie Moore Wolfe and City Council <br /> FROM: Scot Wrighton, City Manager <br /> Cordaryl "Pat"Patrick, Director of Economic & Community Development <br /> Greg Crowe, Assistant Director of Economic &Community Development <br /> David Greenwell, Building Official <br /> SUBJECT: Ordinance Amending City Code- Chapter 25, Electrical Commission, Electrical <br /> Contractors and Licensed Electricians <br /> SUMMARY RECOMMENDATION: Staff recommends the proposed ordinance amendment <br /> regarding Chapter 25, Electrical Commission, Electrical Contractors and Licensed Electricians <br /> be approved and adopted into City Code. <br /> BACKGROUND: City Code Chapter 25 was in need of amendment to remove outdated <br /> processes and clarify application procedures that include: <br /> 1. Changing definition of"electrical contractor"to be less confusing and clarify distinction <br /> between electrical contractor, employees and supervising electricians. <br /> 2. Required qualifications of a Supervising Electrician employed by the Licensed <br /> Contractor and removal of reciprocity for obtaining a City of Decatur license. The <br /> International Code Council's Master Electrician exam is the standard testing used for <br /> verification of licensing requirements for electricians by the City of Decatur and other <br /> jurisdictions and is available through multiple testing centers. Requiring the ICC test <br /> along with proof of qualified experience is a simple and consistent way for licensed <br /> electrical contractors to meet our requirements while ensuring the health and safety of our <br /> residents. <br /> 3. Composition and leadership of the Electrical Commission. <br /> POTENTIAL OBJECTIONS: None we are aware of <br /> INPUT FROM OTHER SOURCES: The City's Electrical Commission approved of all the <br /> proposed changes at their March 23, 2022 meeting. <br /> STAFF REFERENCE: Should the City Council have any questions, they may contact David <br /> Greenwell at 217-424-2787 or email at dg)rcenwellL&decaturil.g)ov or Greg Crowe at 217-424- <br /> 2786 or email at gcrowe(a)decaturil.gov. <br /> BUDGET/TIME IMPLICATIONS: None. <br />
