McElroy and City Council <br /> FROM: Tim Gleason, City Manager <br /> Billy Tyus, Assistant City Manager <br /> Suzan Stickle, Senior Planner <br /> SUBJECT:Conditional Use Permit for large home daycare at 1680 North 30th Street <br /> SUMMARY RECOMMENDATION: Staff recommends approval of the Conditional Use Permit for a large home <br /> daycare with the following conditions: 1. The proposed operation be limited to a maximum of eight(8) children. 2. The <br /> proposed operation will be in compliance with applicable provisions of the City's adopted Building Codes, including <br /> obtaining a building permit to perform any proposed or required improvements to the existing dwelling. 3. The proposed <br /> daycare will be appropriately licensed by the State of Illinois at all times. The petitioner shall supply the City with a copy of <br /> the daycare license. The City Plan Commission voted 7-0 to recommend approval of this petition at the June 4, 2015 <br /> meeting, the minutes of the meeting are attached. <br /> BACKGROUND: <br /> The subject site is developed as a single family residence and located at 1680 North 30t"Street. <br /> The subject petition requests a conditional use permit to allow the operation of a large home daycare. The daycare would <br /> accommodate a maximum of eight(8) children. <br /> The petitioner has enough parking in the driveway to accommodate two vehicles to drop off and pick up children, there is <br /> also on street parking that would allow for drop off and pick up of children from the proposed home daycare. There is <br /> adequate room for the children to play in the rear yard. <br /> Section XXII.A.3. lists three standards which must be met in order to grant a conditional use permit. The first standard <br /> requires the applicant to show that the use is "necessary for the public convenience at the location." The proposed use is <br /> generally compatible with the neighborhood and provides a service which can be utilized by area residents. The proposed <br /> use also meets the second standard. The home daycare is located and designed to be operated in a manner that the public <br /> health, safety and welfare will be protected. This use also meets the third standard. The daycare will not cause substantial <br /> injury to the value of other properties in the neighborhood.
