The subject site is developed as a single family residence and located at 1680 North 30th Street. PROJECT DESCRIPTION 1 The subject petition requests a conditional use permit to allow the operation of a large home daycare. The daycare would accommodate a maximum of eight (8) children. A large home daycare located in the R-3 District requires a Conditional Use Permit. 2. The petitioner has enough parking in the driveway to accommodate two vehicles to drop off and pick up children,there is also on street parking that would allow for drop off and pick up of children from the proposed home daycare. There is adequate room for the children to play in the rear yard. 3. There is a swimming pool located in the rear yard, this pool needs to be brought up to code prior to a Conditional Use Permit being issued or the swimming pool needs to be removed from the property. STAFF ANALYSIS 1. Section XXII.A.3. lists three standards which must be met in order to grant a conditional use permit. The first standard requires the applicant to show that the use is"necessary for the public convenience at the location." The proposed use is generally compatible with the neighborhood and provides a service which can be utilized by area residents. 2. The proposed use also meets the second standard. The home daycare is located and designed to be operated in a manner that the public health, safety and welfare will be protected.
