Governing Board
Continuum of Care
.4 c onso rfn.nn of ag¢nr lcs se iv rtm Me e ho in eless roynlanon in the Alwo n Co un n'.4 ma.
January 25,2021
Mr. Cordaryl"Pat"Patrick
Community Development Director
City of Decatur
One Gary K. Anderson Plaza
Decatur,IL 62523
Dear Mr. Cordaryl"Pat"Patrick,
On November 19,2021,the Macon County Continuum of Care(CoC) Governing Board met with
you,as arranged by the CoC's governing board member Richelle Dunbar. During the meeting, the
CoC governing board members, representing over 20 agencies, shared their perspectives
regarding homelessness in Decatur. Each agency representative provided input and discussed
gaps/needs from varying viewpoints. These gaps/needs included lack of housing and services
appropriate for those experiencing homelessness in Decatur.
During the January 21,2022, CoC Governing Board meeting, the board approved presenting the
City of Decatur a formal recommendation for the HOME ARP funding allocation to be used to
assist with ending homelessness in Decatur. The board formally recommends that the City of
Decatur consider allocating funding to address the lack of permanent supportive housing(PSH)
for single adult households and temporary housing for families with children.Additionally, the
board recommends the City of Decatur considers utilizing funding to address the lack of
employment training opportunities specific to adults experiencing homelessness.
As evidenced by the CoC's annual point-in-time count, coordinated entry, homeless management
information system(homeless data tracking system) and other provider data, the largest
demographic experiencing homelessness in Decatur are single adults. The lack of sustainable
housing and income, along with other barriers, significantly impacts the ability of this
demographic to obtain and/or maintain housing. It is for these reasons that the CoC asks for
consideration of these recommendations.
Please do not hesitate to contact me with any follow up questions.
Respectfully submitted,
Darsonya Switzer,Macon County Continuum of Care Chair
Enclosed: List of Macon County Continuum of Care Governing Board Members
c/o Dove,Inc.,302 S.
