The construction of a parking lot for a commercial/office building is consistent with the zoning <br /> & uses for properties to the east and south. The subject property is currently zoning R-1 Single <br /> family and is vacant.The Zoning District to the west subject property is 0-1 Office District, is an <br /> eye clinic, and owned by the petitioner. The south is zoned R-1 and contains a single-family <br /> residence which is also requesting to be rezoned to 0-1 at this time.Across MacArthur Road to <br /> the east is yet another medical clinic which is zoned PD Planned Development District. To the <br /> south, across Pershing Road (IL Route 121 & 48), is zoned B-2 Commercial District and PD <br /> Planned Development District and contains mixed-use development. The Zoning District to the <br /> southeast, across the intersection of Pershing Road (IL Route 121 &48), is zoned a B-3 Planned <br /> Shopping Center District and includes a CVS store and office building. <br /> 2. There is a City storm sewer located along the west side of MacArthur Road. <br /> 3. The property abuts a major arterial street. <br /> 4. All required buffer yard and landscaping will be provided as per City of Decatur Zoning <br /> Ordinance to screen from residential uses. <br /> 5. Landscaping will provide a visual barrier and sound barrier separating the development from <br /> the properties to the south and north. Site lighting will be in accordance with the City Ordinance <br /> assuring that there is no light pollution. <br /> 6. The rezoning of this property will keep it consistent with the adjacent zoning districts and is in <br /> harmony with the surrounding land development. <br />
