ECONOMIC AND COMMUNITY DEVELOPMENT MEMORANDUM <br /> No. 22-20 <br /> April 14, 2022 <br /> TO: Honorable Mayor Julie Moore Wolfe and City Council <br /> FROM: Scot Wrighton, City Manager <br /> Cordaryl "Pat"Patrick, Director of Economic & Community Development <br /> Greg Crowe, Assistant Director of Economic & Community Development <br /> SUBJECT: Ordinance Granting a Conditional Use Permit to allow for a ground based satellite <br /> dish in the R-1 Single Family Residence <br /> SUMMARY RECOMMENDATION: Staff recommends approval of the proposed Conditional <br /> Use Permit to allow for the construction of a ground based satellite dish and equipment cabinet <br /> with the following conditions: <br /> 1. A six (6) to eight (8) foot site break fence shall be constructed and maintained in good <br /> conditions around the perimeter of the compound as shown in the attached site plan. <br /> 2. Final site, landscaping and lighting plans shall be submitted to and approved by the <br /> Economic&Community Development Department and Public Works Department prior to <br /> building permits being released. <br /> 3. Parking areas and driveways shall be paved with a minimum of two (2) inches of Class I <br /> asphalt or concrete over a six-inch aggregate base, or other hard surface as approved by the <br /> Public Works Department <br /> The City Plan Commission voted 7-0 to recommend approval of the petition at the April 7, 2022 <br /> meeting. The minutes of the meeting are attached. <br /> BACKGROUND: The subject petition is a request for a Conditional Use Permit to allow for the <br /> construction of a ground based satellite dish and equipment cabinet within a proposed 12' x 25' <br /> fenced compound in the R-I Single Family Residence District. <br /> ViaSat is an Internet provider that serves remote and rural areas via a satellite connection that <br /> traditional Internet providers do not serve. As a utility use, the improvement is consistent with an <br /> integral part of existing and planned uses of surrounding property. When complete, this <br /> improvement will be connected to a localized fiber optic distribution network. <br /> For further details, please refer to the attached Plan Commission staff report. <br /> POTENTIAL OBJECTION: There were no objectors present at the Plan Commission meeting. <br /> STAFF REFERENCE: Any additional questions may be forwarded to Greg Crowe <br /> (gcrowe(u6decaturil.gov). <br /> BUDGET/TIME IMPLICATIONS: None. <br />
