Equal access to Internet and other advanced <br /> technology and information systems is critical to ensuring that businesses (farms), schools, and <br /> households remain competitive in the world economy. As such, Internet service is like a utility <br /> and now considered just as essential as electricity, water and telephone. As a utility use, the <br /> improvement is consistent with an integral part of existing and planned uses of surrounding <br /> property. When complete, this improvement will be connected to a localized fiber optic <br /> distribution network. <br />
