Public Works
DATE: 4/25/2022
MEMO: 2022-26
TO: Honorable Mayor Julie Moore Wolfe and City Council Members
FROM: Scot Wrighton, City Manager
Matthew Newell, P.E., Director of Public Works
Keith Alexander, Water Production Manager
SUBJECT: Resolution Authorizing Support Services Agreement with Concentric Integration, LLC for South Water
Treatment Plant SCADA System
SUMMARY RECOMMENDATION:
It is recommended that the City Council adopt the attached Resolution Authorizing Support Services Agreement with Concentric
Integration,LLC for South Water Treatment Plant SCADA System for a fee not to exceed $57,654.
BACKGROUND:
The majority of the South Water Treatment Plant's critical infrastructure is operated by a sophisticated Supervisory Control and
Data Acquisition(SCADA) system The system consists of a large number of interconnected mechanical, electrical and digital
hardware and software components.
City staff are able to correct minor issues and perform minor repairs to the system, however, more complex challenges must be
dealt with quickly by experienced service providers.
In 2014, as part of the Energy and Water Efficiency Services Agreement with Johnson Controls Inc., B&W Control Systems
Integration, LLC (now Concentric Integration, LLC) provided significant upgrade and expansion services to the SCADA
system. City staff was impressed with the firm's technical expertise, performance and service. Since then, the firm has provided
SCADA support services to the City. There are other firms that can provide these services however they do not have the
detailed experience with the City's SCADA system that is necessary to provide high quality and highly responsive SCADA
services.
Annual fees vary depending on when specific SCADA hardware and software support and extended warranty agreements need to
be renewed and the constantly evolving nature and cost of digital equipment, software and warranties.
This year's fees are also higher as Concentric Integration will provide on demand 24 hours a day/7 days per week emergency
assistance and repair services. These services are also necessary as the City staff person that performed minor repairs to the
system retired in April, and the position will not be filled for several weeks or months, assuming that a qualified candidate can be
found and accepts the City's employment offer. These additional services will be billed on a time&materials basis at a cost not
to exceed$19,710.
Concentric Integration provides the following services:
• Continuous proactive system maintenance-see pages 6,7,9 and 10 of the agreement for details
• Technology&SCADA budget planning—seepage 7 of the agreement for details
• Emergency Assistance and Repair Services—see page 8 of the agreement for details
• Renew hardware and software support and extended warranty agreements-see page 10 of the agreement for details
It is recommended that Concentric Integration be awarded a one year agreement effective April 1,2022 to March 31,2023 for a
fee not to exceed$57,654.
PRIOR COUNCIL ACTION:
