Information Technology <br /> DATE: 5/2/2022 <br /> MEMO: 2022-03 <br /> TO: Honorable Mayor Julie Moore Wolfe and City Council <br /> FROM: James Edwards,Director Information Technology Department <br /> SUBJECT: Resolution Accepting Bodine Communications Change Order#3 related to the Original Bodine Bid for <br /> Underground Fiber Construction of Fiber Extensions,Resolution#R2021-73,to Provide a 2552 foot City Fiber Extension down <br /> South State Route 51,2021 Fiber Project Number ITFIBER-01 <br /> SUMMARY RECOMMENDATION: City Staff recommends that City Council approve the attached Resolution authorizing <br /> the attached Quote from Bodine Electric for$111,800 for the purchase and installation of 144 strand fiber optic cable expanding <br /> the reach of the City Fiber Optic Network down South Route 51 <br /> BACKGROUND: <br /> City owns,manages,and maintains a 144-strand fiber infrastructure,which is a high-speed telecommunications network which <br /> provides reliable communication links to and among its own buildings and can provide connectivity options for schools, <br /> institutions of higher education,libraries,museums,research institutions,state agencies,other units of local government,and <br /> other local businesses. The City is continuing to expand its fiber optic communication network throughout Decatur to connect <br /> other City buildings as well as offer better high-speed options to other interested third parties. This action will further fulfill the <br /> City's vision of extending access to City fiber in other parts of the community. <br /> On April 19,2021,City Council approved a bid from Bodine Electric to strategically extend the reach of the City Fiber Network <br /> throughout the City and further encourage interest in City Fiber as a resource. This resolution further extends an existing City <br /> Fiber end point located on the State of Illinois/City Right of Way directly west of the Central Illinois Regional Dispatch Center. <br /> This additional extension will be 144 strand fiber staying consistent with the rest of the City's right-of way fiber infrastructure <br /> and will become an asset for other use cases in the area. <br /> The Howard G. Buffett foundation will be the first customer to use this extension to connect three buildings currently being built <br /> south of Grove Road and east of State Route 51. I have included a fiber map showing the location of this proposed extension. <br /> PRIOR COUNCIL ACTION: <br /> On April 19,2021,Resolution#R2021-73,Resolution Accepting Bid from Bodine Communications for Underground Fiber <br /> Optic Installation Throughout the City of Decatur. <br /> POTENTIAL OBJECTIONS: None Anticipated <br /> INPUT FROM OTHER SOURCES: None <br /> STAFF REFERENCE: James Edwards,IT Director <br /> BUDGET/TIME IMPLICATIONS: The City of Decatur was awarded American Rescue Plan(ARP)funds of which a <br /> portion can be used for Fiber Broadband Infrastructure Expansions.A portion of these funds were made available in the fiscal <br /> year 2022 Information Technology Budget.
